Morgan Lyons is Vice President, External Relations for Dallas Area Rapid Transit (DART). He is responsible for agency's media relations, digital communications, and community engagement programs. He reports to DART's President/Executive Director. Prior to joining DART, he was a Public Information Officer for The University of Texas Southwestern Medical Center at Dallas. He was a broadcast journalist before beginning his career in public and media relations.

He has served as chair of APTA's Marketing and Communications Committee, and as a member of APTA's Board of Directors. He previously served on APTA's Authorization Task Force, where he helped develop the legislative program and communications strategy for passage of the current federal transportation funding bill, the FAST Act, in 2015. He is a member of the Legislative Committee.
