Cheryl Orr joined DART in December 2015. She came to the agency from the City of Dallas where she was the Ethics and Diversity Officer. While with the city, she is credited with developing a citywide Diversity Roundtable, establishing a robust ethics education program and having oversight of employee advisory councils which identified organizational issues and proposed solutions.

Her duties at DART include directing, developing and overseeing programs and activities in employee recruitment and retention, employee benefits, organizational development, compensation and wellness.
