Notice of Public Hearings

On March 3, 2009, the DART Board of Directors authorized two public hearings to receive comments on (1) a proposed system-wide fare structure modification, and (2) system-wide bus and rail service changes. The public hearings will be held consecutively in conjunction with the DART Board of Directors meeting at 6:30 p.m. on Tuesday, April 14, 2009. The majority of the proposed changes to the fare structure and all of the service changes would go into effect no later than September 14, 2009, with fare changes to the Corporate Pass program effective on January 1, 2010 and with the final adjustments to base fares and TRE fares effective on October 1, 2010.


PROPOSED FARE RESTRUCTURE

Public comments will assist the Board in determining whether to adopt the proposed fare structure modifications, or to adopt fare structure modifications that are higher, lower, or in different combinations than those contained in the proposal. The Board's final decision may be based on staff recommendations, public comments and Board deliberations.

1. Single Ride Fare: Local $1.50 to $2.00, Premium $2.50 to $3.50 (effective 10/1/10), Commuter Rail (1 zone) $1.50 to $2.50 ($3.50 effective 10/1/10), Commuter Rail (2 zones) $2.50 to $3.75 ($5.00 effective 10/1/10), Reduced $.75 to $1.00, Reduced High School $.75 to $1.00.

2. Day Pass: Local $3.00 to $4.00, Premium $5.00 to $7.00 (effective 10/1/10), Commuter Rail (1 zone) $3.00 to $5.00 ($7.00 effective 10/1/10), Commuter Rail (2 zones) $5.00 to $7.50 ($10.00 effective 10/1/10), Reduced $1.50 to $2.00, Reduced High School $1.50 to $2.00, Day Pass Book of 10 (government and non-profit institutions only) $25.00 to $32.50 (effective 10/1/10).

3. Weekly Pass: Local $15.00 to $20.00, Premium $25.00 to $35.00 (effective 10/1/10), Commuter Rail (1 zone) $15.00 to $25.00 ($35.00 effective 10/1/10), Commuter Rail (2 zones) $25.00 to $37.50 ($50.00 effective 10/1/10).

4. Monthly Pass: Local $50.00 to $65.00, Premium $80.00 to $75.00 ($100.00 effective 10/1/10), Commuter Rail (1 zone) $50.00 to $75.00 ($100.00 effective 10/1/10), Commuter Rail (2 zones) $80.00 to $105.00 ($120.00 effective 10/1/10), Reduced $25.00 to $32.00, Reduced High School $25.00 to $32.00.

5. Annual Pass: Local $500.00 to $650.00, Premium $800.00 to $750.00 ($1,000.00 effective 10/1/10), Commuter Rail (1 zone) $500 to $750.00 ($1,000.00 effective 10/1/10), Commuter Rail (2 zones) $800.00 to $1,050.00 ($1,200.00 effective 10/1/10).

6. Corporate Program: (Normal Service Level) Local Annual Pass $312.00, Premium Annual Pass $480.00, Commuter Rail Plus Annual Pass $576.00; (High Service Level) Local Annual Pass $468.00, Premium Annual Pass $720.00, Commuter Rail Plus Annual Pass $864.00 (all Corporate Program rates effective 1/1/10).

7. Multi-unit Residential Housing Program: (Normal Service Level) Local Annual Pass $312.00, Premium Annual Pass $480.00, Commuter Rail Plus Annual Pass $576.00; (High Service Level) Local Annual Pass $468.00, Premium Annual Pass $720.00, Commuter Rail Plus Annual Pass $864.00.

8. Paratransit Fare: Single Ride $2.75 to $3.00 (effective 10/1/09) $4.00 (effective 10/1/10), 10-Ticket Coupon Book $27.50 to $30.00 (effective 10/1/09), $40.00 (effective 10/1/10).

9. Effective Date: The majority of the proposed changes to the fare structure would go into effect no later than September 14, 2009, with fare changes to the Corporate Pass program effective on January 1, 2010 and with the final adjustments to base fares and TRE fares effective on October 1, 2010.

SERVICE CHANGE PROPOSALS

Route:

Green Line Light Rail - Begin initial seven-day-a-week operation, serving Victory, West End, Akard, St. Paul, Pearl, Deep Ellum, Baylor University Medical Center, Fair Park and MLK stations.

Trinity Railway Express - Modify to serve Victory Station on all trips.

19 - Modify to serve Baylor University Medical Center Station, move service from Main to Commerce St., discontinue service to East Transfer Center.

31 - Adjust weekday schedule.

35 - Discontinue service south and west of Bernal/Singleton Transfer Location; alternative service provided by Routes 76 and 549.

44 - Modify to serve Baylor University Medical Center Station, move service from Main to Elm St.

50 - Adjust rush hour frequency.

76 - Modify to serve Baylor University Medical Center Station on westbound trips, discontinue service to East Transfer Center.

184 - Discontinue route; alternative service provided by Routes 36 and 350.

302 - Discontinue Sunday service.

306 - Discontinue Sunday service.

308 - Adjust midday schedule.

333 - Discontinue Saturday service.

350 - Discontinue Sunday service.

362 - Discontinue Saturday service.

404 - Discontinue Saturday service.

409 - Adjust midday schedule.

415 - Replace portion of Route 515 west of Ledbetter Station on Sundays.

444 - Adjust Sunday frequency from 40 to 60 minutes.

486 - Double Sunday frequency between Downtown Garland and Valley View Mall.

507 - Discontinue Sunday service.

511 - Discontinue route; nearby service provided by Routes 377 and 378.

515 - Discontinue service west of Ledbetter Station on Sundays; replacement service provided by Route 415.

522 - Discontinue Sunday service.

539 - Discontinue Sunday service.

542 - Discontinue service north of Davis & Westmoreland; alternative service north of Davis provided by Routes 35, 52, 59, 404 and 453.

571 - Discontinue Saturday service.

582 - Discontinue Sunday service.


Fare Change Open Houses/Service Change
Pre-Public Hearing Community Meetings

Prior to the public hearings, DART will host a series of fare change open houses combined with service change pre-public hearing community briefings throughout the DART Service Area. The first part of these sessions will be dedicated to informing customers and interested individuals on proposed fare change elements while providing opportunities to comment on these prior to the first April 14 public hearing. The remainder of the sessions will focus on proposed bus service modifications, during which patrons will be able to have questions addressed and also have the opportunity to comment in advance of the second public hearing, scheduled the same evening.

Process for Receiving Comments: The DART Board of Directors encourages public comments on the night of the public hearing or in writing beforehand. Those desiring to speak should contact DART Community Affairs at 214.749.2543 to register. Advance registration will be accepted until 1 p.m. on the day of the hearing. Those who have not pre-registered may sign up immediately before the hearing begins and will be scheduled to speak after those who have pre-registered. In addition, written comments received any time before the hearing is adjourned will become a part of the official hearing record. Written comments may be submitted the night of the hearing or mailed in advance to:
