A public hearing, preceded by a series of community meetings, has been scheduled to receive comments on proposed service planned for March 2018. If approved by the Board of Directors (expected in November 2017), the implementation date for most changes is March 26, 2018. An important component, GoLink, a new demand-response program, is being implemented in phases, with experimental lunchtime service in Plano's Legacy area starting in August 2017 and six other zones - three each in Plano and the Southern Sector beginning in February or March 2018.

SERVICE CHANGE OVERVIEW

This proposed service change focuses on building ridership and improving service quality for the DART bus system. It is the first part of a major series of changes - with expanded resources - to be implemented in 2018-2019. Built from recommendations of a comprehensive review of DART services, it aims to increase service frequencies, make routes more direct, and improve on-time bus performance.

Off-peak Frequency Upgrades
These proposals continue a trend which has resulted in ridership gains when implemented on other routes. Most involve moving 40-60 minute frequencies to every 30 minutes. Affected routes would include 164, 378, 404, 428, 453, 463, 466, 467, 554 and 592. These are detailed elsewhere in this brochure.

Major Service Restructure (Part I)
A prominent proposed upgrade is of the central portion of Route 400, DART's longest route. Also proposed are significant changes in northeast Dallas, involving Routes 1, 24, and 582, with the addition of two new routes and several others renumbered.

Introducing GoLink
This new program features demand-response micro-transit service (similar to the current DART On Call), targeting three zones in Plano and three in the Southern Sector - Rylie, Kleberg and Inland Port, a currently unserved area south of UNT Dallas. Each new zone would operate weekday service between 5 a.m. and 8 p.m. Other services may be available in each zone, with more information about eligibility, pricing and other details to follow later in the year. GoLink is described in more detail elsewhere in this brochure, as well as in literature onboard your train or bus and at DART facilities.

Service to be Discontinued (and Why)
Plano Legacy circulator Route 346 and Flex Route 842 would be replaced by GoLink zones. Routes 723 (Bishop Arts Service) and 987 (Rapid Ride) have both proven unproductive and are easily replaced by DART local services. Resources from these routes would help to fund other proposed improvements.

Major Service Restructure (Route 400)
Route Description of Change
400 Would be replaced by two routes: 402 and 403 - overlapping the portion between Downtown Carrollton and Spring Valley stations and increasing frequency to 15 minutes during rush hours and 30 minutes at other times
402 (new) Would replace the portion between Downtown Garland and Downtown Carrollton stations, maintaining current frequencies with shorter, easier to manage route
403 (new) Would replace the portion between Irving Convention Center and Spring Valley stations, maintaining current frequencies with shorter, easier to manage route; this would also introduce weekend service to the portion of the route between downtown Carrollton and Irving

Major Service Restructure (NE Dallas)
Route Description of Change
1 Would be renumbered as Route 81 (replacing the Matilda branch) and Route 82 (replacing the Skillman/University branch), with both serving the Wynnewood branch; no change in route or schedule
24 Would operate over current McMillan branch only, with evening and Sunday loop eliminated; for service to former Capital branch, please see New Route 84
81 (new) Would replace the current Route 1-Matilda branch, including trips to Wynnewood; no change in route or schedule
82 (new) Would replace the current Route 1-Skillman/University branch including trips to Wynnewood; no change in route or schedule
84 (new) Would originate at East Transfer Center and serve current 24-Capital branch to Mockingbird Station, then continue via Greenville Avenue to Richland College providing new service to this corridor
582 Would no longer serve portion between LBJ/Central and Forest Lane stations (Hamilton Park); please see New Route 585
585 (new) Would replace current rush-hour only trips to Hamilton Park with all-day service between Forest Lane and LBJ/Central stations, then continue to Arapaho Center Station via Audelia Road and Grove Street

346 Would be replaced by GoLink on weekdays between 5 a.m. and 8 p.m., increasing both hours of operation and area covered
723 Would be discontinued due to low ridership; local service remains available to affected areas on Routes 1, 11, 21, 405, 522 and 542
842 Would be replaced by GoLink on weekdays between 5 a.m. and 8 p.m., increasing both hours of operation and area covered over current FLEX route in Rylie and Kleberg
987 Would be discontinued due to poor performance, duplicate service remains available on Routes 486 and 488

Introducing GoLink
Zone Description of Change
Legacy Would cover major employment, residential and commercial locations in northwest Plano; service in a portion of this zone was scheduled to begin on an experimental basis in August 2017
Far North Plano Would cover a large area of north Plano which currently has no fixed-route service
N. Central Plano Would expand the current On-Call zone to include the Chase Oaks area and introduce a later-evening service option
Rylie/Kleberg Would provide individual, expanded service to both Rylie and Kleberg, replacing the Teagarden and Belt Line/Woody branches of FLEX Route 842 and continuing to operate out of Buckner Station
Inland Port Would provide service to a growing residential and commercial area just south of the UNT Dallas campus, operating from both the Camp Wisdom and UNT light rail stations; initially, service would cover the portion within the DART service area with discussions in progress for potential future expansion

Process for Receiving Comments

The DART Board of Directors encourages public comments on the night of the public hearing or in writing beforehand. Those desiring to speak should contact DART Community Engagement at 214-749-2543 to register. Advance registration will be accepted until 1 p.m. on the day of the hearing. Those who have not pre-registered may sign up immediately before the hearing begins and will be scheduled to speak after those who have pre-registered. In addition, written comments received any time before the hearing is adjourned will become a part of the official hearing record. Written comments may be submitted the night of the hearing or mailed in advance to:
