Procurement Commonly Asked Questions
1. How do I become a Registered DART Vendor?Go to DART's web page, www.dart.org, and:
- Click on the Procurement link from the "About DART" top navigation item.
- Click on Vendor Registration Form in the A Guide to Doing Business with DART section.
- Complete the form including appropriate North American Industry Classification System (NAICS) codes to identify the supplies and/or services offered.
- When all is completed, click on the Submit Registration button.
Go to DART's web page, www.dart.org. Here, you will find access to:
- Contract opportunities projected for the fiscal year
- Upcoming Procurement Opportunities (Soon to be issued solicitations.)
- Current solicitations available for procurements over $25,000
- Current requests for quotes for procurements $25,000 or less

4. What is a pre-bid/pre-proposal conference?
A pre-bid/pre-proposal conference, usually held at DART Headquarters shortly after a solicitation is issued, provides the following:
- A forum for describing the requirements of a contract.
- An opportunity for questions and answers
- A possibility for subcontractors to network with prime vendors.
- A basis for evaluating whether amendments are needed.
- An exception is taken to a material requirement in the solicitation
- Failure to acknowledge receipt of a material amendment to the solicitation
- Failure to furnish items or information required to be submitted with the bid
- Failure to sign the bid
- Imposing a condition or altering DART's bid rights
- Submitting an indefinite, ambiguous or uncertain bid
- If the bid is unbalanced (not allocating the prices properly)
- Failure to make good faith efforts to meet Disadvantaged, Minority and/or Woman-Owned Business Enterprise (DMWBE) goals
- Unsatisfactory resources, or does not have the ability to obtain satisfactory resources to accomplish the work
- Non-compliant with EEO and non-discrimination laws
