DART's Green Line is ready to sprout
The seeds of change have been sown. Now comes the real work of growing the 45-mile DART Rail System to more than twice its size, starting with the construction of the $1.67 billion Green Line spanning the northwest and southeast corridors of the service area.
Silas Fisher, safety manager for Archer Western Contractors, will make sure construction moves safely down the southeast portion of the Green Line.
The expansion now getting under way on the southeastern edge of downtown Dallas has taken years of planning, engineering and lobbying for federal funding. On July , officials of DART and the Federal Transit Administration (FTA) signed a landmark $700-million Full Funding Grant Agreement (FFGA) on the Victory Station platform. And the dirt began flying within a few weeks.
The FFGA – in which the FTA agrees to help fund a transportation project over a number of years – supports a 21-mile portion of the 27.7-mile Green Line from the Pleasant Grove neighborhood in the southeast part of Dallas to the city of Farmers Branch in the northwest.
"We wouldn't be here today if the FTA didn't have complete confidence in DART. This is a well-run agency, and it has been so since its beginning," said U.S. Sen. Kay Bailey Hutchison, as a crowd of congressional members, current and former DART Board members and member-city officials gathered to witness the signing.

"Congratulations, Dallas!" echoed FTA Deputy Administrator Sandra Bushue. "This expansion project is going to ensure more mobility for the citizens of Greater Dallas. It's also going to ensure economic vitality, and it's going to build and strengthen the entire metropolitan area."
Big Green gets growing
When complete in 2010, the new Green Line will serve several important regional destinations, including the Deep Ellum arts and entertainment district, Baylor University Medical Center, Fair Park, Victory Park, the Dallas Market Center, the UT Southwestern Medical District, Love Field Airport, as well as the northwest cities of Farmers Branch and Carrollton.
A branch known as the Orange Line will extend from northwest Dallas to the Las Colinas Urban Center in North Irving in 2011, and to DFW International Airport by 2013.
In addition, DART's Blue Line will be extended from Garland east to Rowlett in 2012, and south to I-20 in 2018. A second rail line also will open in the Dallas Central Business District in 2014 to accommodate the 93-mile system.
Construction on the Green Line began in early August simultaneously in five areas. Just east of the CBD, crews with heavy equipment began removing the traffic tunnel at Good Latimer Expressway and Gaston Avenue to make way for the Deep Ellum Station. Utility and site work also began for stations at Baylor University Medical Center, Fair Park and Hatcher Street.
"Our directive is to be open as far south as the Fair Park and MLK stations by Sept. 14, 2009," says Patrick Diviney, DART's manager of construction engineering, regarding the rail segment that runs approximately three miles through a busy commercial area.

"Normally it takes 48 to 50 months to build and open a rail line of this magnitude, so we're compressing the process substantially."
On track, on budget
DART will keep the rail expansion moving on schedule and within budget using construction management/general contracting (CM/GC) – a process that employs extensive design reviews to ensure every issue has been addressed, and detailed scheduling of men, machines and materials.
The CM/GC team of Archer Western, Brunson, Carcon is also maintaining DART's exemplary reputation for a high level of participation by disadvantaged, minority and women-owned business enterprises. The expansion has participation goals exceeding 30% for these businesses.
"This is a very exciting and important project for us," says Joe Lee, project director for Archer Western. "It's important for all the subcontractors and the community. It's going to put a lot of people to work."
