Next DART design-build meeting set for March 1

Construction contractors and vendors are invited to learn about upcoming opportunities to provide design-build services for the next phase of DART's rail expansion during a March 1 "Megamixer" at DART Headquarters, 1401 Pacific Avenue (Akard Station). The meeting begins at 9 a.m. and time will be available for contractors and suppliers to meet and identify partners who will help them build their project teams.

The RFQ is due to DART on March 28 at 2:00 pm. Staff plans to issue the Request for Proposals on the design-build contract on April 9, and bidders will have until September to complete their proposals. The DART Board is scheduled to award a contract before the end of 2008.

DART began the solicitation process February 8 when it distributed the RFQ. Approximately 200 representatives from construction and engineering firms of all sizes and disciplines wanting to learn more about participating in the rail expansion attended a February 11 information session and networking opportunity for interested bidders and a Pre-Submittal Briefing on February 19 was just as well-attended.

With construction of the 28-mile Green Line well under way and on target for its initial opening in September 2009, DART is seeking qualified firms or teams interested in providing design-build for its Orange and Blue line light rail expansion projects.

Orange Line Expansion to North Irving, Las Colinas & DFW International Airport
The Orange Line expansion will include line sections known as Irving 1 and Irving 2. The scope of work for these two line sections includes approximately 9.3 miles of light rail guideway, extending from the Green Line's Bachman Station in Dallas to the Belt Line Station on DFW International Airport property, just north of the President George Bush Turnpike. This portion of the Orange Line will include six rail stations, plus two deferred stations.

Blue Line Extension to Rowlett
The Blue Line extension is for the Rowlett 1 line section, to include approximately 4.75 miles of light rail guideway, extending from Downtown Garland Station to Downtown Rowlett Station.

This is DART's first design-build solicitation. The transit authority expects to engage teams to perform both architecture/engineering and construction services for the Orange Line expansion and the Blue Line extension. Although DART intends to award one separate contract for each project, teams will not be precluded from competing separately for both.

It is anticipated that the design-build delivery method will expedite the overall project schedule through concurrent efforts on design and construction. This fast-track approach could also enable DART's contractor to identify, quantify and secure construction materials earlier in the process, potentially locking in the lowest available prices.

The successful design-build proposer may be an individual company, firm, partnership, corporation, association, joint venture or other legal entity that is permitted by law to provide the necessary design and construction services, including engineering, architecture, construction contracting and contract administration.
