Dallas Attorney Evelyn Conner Hicks joins DART Board

In addition to serving as managing attorney of the Law Offices of Donald W. Hicks, Sr., P.C., Hicks is an independent hearing officer for the Texas Education Agency (TEA), acting as an impartial hearing officer for due process hearings.

A graduate of the Thurgood Marshall School of Law at Texas Southern University, Hicks also represents the Dallas Central Appraisal District in matters of valuation, exemptions and in rendering advisory opinions.

She has served as an outside counsel for the Dallas Independent School District; was a member of the Dallas City Plan Commission, the City of Dallas Judicial Nominating Commission and the Southern Dallas Development Corporation; and was a director of the Cable Access Board of Dallas.

The 15-member Board of Directors represents the 13 DART member cities.
