Department of Belonging

DART’s Department of Belonging is responsible for Federal and local regulatory compliance in the areas of Title VI, Equal Employment Opportunity, and the Americans with Disabilities Act.  The team is responsible for meeting all Federal and local program and report submissions, ongoing monitoring and implementation of programs, external public engagement requirements, and internal training needs, as required by regulations of the U.S. Department of Transportation and the Federal Transit Administration.

In addition to meeting the federal and local regulatory requirements, The Office of Belonging is responsible for the internal distribution and monitoring of our own Equal Employment Opportunity efforts.  Furthermore, the department advocates the agency's commitment to promoting a working environment that recognizes and values the diverse social profile of the DART service areas, customers, stakeholders, contractors, and employees and strives for equitable representation and advancement of members of all protected groups at all levels of DART.

Title VI

  • Dallas Area Rapid Transit complies with Title VI of the Civil Rights Act and provides services and operates programs without regard to race, color, and national origin in accordance with Title VI. Any person who believes he or she has been subjected to an unlawful discriminatory practice under Title VI may file a complaint with DART.

  • Title VI protects members of the public from discrimination because of their race, color, or national origin in any program or activity carried out by DART.

Instructions to the Public on How To File A Title VI Complaint and Complaint Procedures

Dallas Area Rapid Transit will process and investigate complaints from individuals alleging discrimination in DART's programs or activities under Title VI of the Civil Rights Act of 1964. Race, color, or national origin complaints alleging discrimination in programs or activities may be filed pursuant to the following procedures.

HOW TO FILE A COMPLAINT

Any person who believes that he or she has been discriminated against on the basis of race, color, or national origin by DART may file a Title VI complaint, directly or through an authorized representative, by completing and submitting DART's Title VI Complaint Form. DART will investigate complaints received no more than 180 days after the alleged incident. Complaint forms may be accessed by clicking one of the links below:

COMPLAINT ACCEPTANCE

Once the complaint is received, DART will review it to determine whether it has jurisdiction. The complainant will receive an acknowledgment letter within ten (10) days of our receipt of the complaint informing him/her whether our office will investigate the complaint.

INVESTIGATIONS

DART will promptly investigate all complaints of alleged discrimination on the basis of race, color, or national origin in its services and programs. DART will process and investigate alleged complaints within 60 days of receiving a complete complaint. DART may contact the Complainant if more information is needed to resolve the complaint. The Complainant will have ten (10) business days from the date of contact to send the requested information to DART. DART may choose to close the complaint if the requested information is not received within ten (10) business days. A complaint can also be administratively closed if the Complainant no longer wishes to pursue the complaint or if the complainant fails to cooperate in the investigation of the complaint.

LETTERS OF FINDINGS

After the investigation is completed, DART will make a final decision and issue one of the following letters to the Complainant based on the investigation findings:
  1. A letter of finding summarizing the allegations and indicating DART did not find a violation of Title VI regulations. This letter closes the case.
  2. A letter of finding summarizing the allegations and indicating DART's services or programs is in violation of Title VI. The letter will also contain a brief description of remedies DART will undertake to achieve compliance.

RIGHT TO APPEAL

A Complainant may appeal a final decision resulting from a Title VI investigation by submitting a written appeal to DART no later than ten (10) business days after receipt of the final decision letter. The appeal must be submitted to the Deputy Executive Director of DART at the following address: Office of the Deputy Executive Director, P.O. Box 660163, Dallas, TX 75266.

ADA Title II ADA Violation Complaint

DART is committed to ensuring that no person is denied access to its services, programs, or activities on the basis of a disability, as provided by Title II of the Americans with Disabilities Act of 1990 (ADA).   

Anyone who wishes to file a Title II complaint may file a written complaint. YOUR COMPLAINT MUST BE IN WRITING. Title II Violation complaints shall be filed within one hundred eighty (180) calendar days after the complainant becomes aware of the alleged violation.
